I have also cleared the city. I decided while i was in kvatch id do the side mission for Savlian Matius. After completing that mission and giving Savlian Matius the ring i cannot find Brother Martian. I need to find him to bring him back to Weynon Prior but ive spent hours trying to find out where he has went to.
